MEPCO Bill Taxes & Surcharges

MEPCO Bill Taxes and surcharges are additional costs that appear alongside your electricity charges. Understanding them can help you make sense of the final amount you’re asked to pay.

MEPCO consumers may see several taxes, surcharges and adjustments on their electricity bills. Charges such as GST, FPA, FC Surcharge and QTR can make the final amount different from the basic electricity consumption charges.

Here are some of the common taxes, surcharges and adjustments that may appear on a MEPCO bill, and how you can review them.

The amount shown on a MEPCO bill can include electricity charges, taxes, surcharges and other adjustments. The exact charges depend on your consumer category, tariff and billing period.

Your bill likely has several separate line items. Some relate to electricity consumption, while others are taxes, surcharges or adjustments applied under the relevant tariff and regulations.

The best way to understand a high bill is to check each line item rather than looking only at the final amount. This helps you spot whether the change comes from higher usage, a tariff adjustment, or another charge.

Taxes and surcharges on electricity bills apply under government policies, electricity tariffs and regulatory decisions. MEPCO includes these amounts in the bill according to the charges applicable to your connection.

For the latest tariff decisions and regulatory information, check the NEPRA official website.

If you believe a charge has been applied incorrectly, you can ask MEPCO to review the bill instead of assuming every amount is correct.

General Sales Tax (GST)

GST may appear on your bill under applicable tax rules. The amount depends on your tariff, consumer category and tax treatment for that period, so don’t assume it will always be the same percentage. Check the GST line on your latest bill to see the amount charged.

TV Fee

A separate charge that may appear on your bill. Its amount and applicability can change under government or regulatory decisions, so check the current line on your bill if you want to understand why it’s there.

Meter Rent

May appear as a separate charge depending on your connection and the prevailing tariff. Check the amount against the latest tariff, or ask MEPCO for clarification if you think it’s wrong.

Fuel Price Adjustment (FPA)

Linked to changes in the cost of electricity generation and fuel, this can vary between billing periods. A positive FPA increases your bill, and a negative one can reduce it. See our Fuel Price Adjustment guide for a fuller explanation.

Electricity Duty (ED)

A provincial charge for MEPCO consumers in Punjab, governed by applicable provincial rules and the electricity tariff. The amount depends on your consumer category and billing rules.

Late Payment Surcharge (LPS)

Applied when a bill is paid after its due date. The amount depends on the billing rules applicable to your connection. See our MEPCO Bill Due Date guide for more on avoiding this.

Deferred Amount

Not a tax, this is an amount carried forward from a previous billing period. If it looks incorrect, compare it with your previous bills and payment records, and contact MEPCO if it doesn’t match.

FC Surcharge (Financing Cost Surcharge)

Depends on the applicable tariff and billing period. Since rates can be revised, check the current line on your latest bill rather than relying on an old figure.

NJ Surcharge (Neelum-Jhelum Surcharge)

Applied under the applicable tariff and regulatory framework. Amount and applicability can change, so check your latest bill.

Quarterly Tariff Adjustment (QTR)

A tariff adjustment applied following regulatory decisions, which can change between billing periods. Compare it with the applicable tariff notification if you’re unsure.

Additional Charges for Commercial and Industrial Consumers

Commercial and industrial consumers may see additional tax-related charges depending on their tax status and current FBR rules. Check the tax details on your latest bill rather than relying on a fixed percentage.

Tariff Rationalization Surcharge (TRS)

A tariff-related surcharge whose amount depends on the prevailing tariff and consumer category. Check it against current tariff information if it appears on your bill

Charges applied correctly under the applicable rules generally can’t be removed just by asking. But if a charge has been applied incorrectly, for example due to a wrong tariff category or a duplicated surcharge, you can raise a complaint and MEPCO can investigate and issue a corrected bill.

For a genuine error in units recorded or charges applied, our MEPCO Bill Correction guide walks through the process.

Suppose your consumption stays similar to last month but the total bill increases. The difference could come from tariff adjustments, taxes, surcharges or other charges rather than usage itself.

Compare the line items on both bills, starting with the consumption charges, then check FPA, QTR, Electricity Duty, surcharges and any carried-forward amount. This helps identify which part of the bill caused the increase.

You can check your bill online through the available MEPCO/PITC bill-checking service and review the individual charges shown on it, without waiting for the physical copy.

You can’t remove these charges, but reducing your electricity consumption can lower the consumption-based part of your bill. The effect on individual taxes and surcharges depends on how each one is calculated, so the saving won’t be uniform across every line item.

A few practical habits:

  • Switch to energy-saving LED bulbs
  • Use inverter-based air conditioners, which typically consume fewer units
  • Avoid leaving appliances on standby overnight
  • Use high-consumption appliances efficiently
  • Check your meter periodically to confirm it isn’t running faster than it should

Q1: Why is my bill high even though I used fewer units?
Even with lower consumption, your bill can be higher due to a positive FPA, an increased QTR, or a deferred balance from a previous month. Check each line item to identify which charge increased.

Q2: Is GST the same every month?
It depends on the applicable tax rules, your consumer category and billing details. Check the GST line on your latest bill rather than assuming a fixed amount.

Q3: What is the TV fee, and can I get it removed?
It’s a separate charge that may appear on your bill. Check its amount and applicability against your latest bill and the applicable rules.

Q4: Why does my bill change even when my usage stays the same?
Your bill can change because some tariff adjustments, taxes or other charges can shift between billing periods. FPA and QTR are examples of adjustments that may affect the amount payable, independent of your consumption.

Q5: What is the FC Surcharge?
The Financing Cost Surcharge is a separate charge whose amount depends on the applicable tariff and billing period. Check your latest bill for the current figure.

Q6: Can MEPCO remove an incorrectly applied tax?
If a tax was applied incorrectly, for example because of a wrong tariff category, you can file a complaint at your subdivision office and request a bill correction.
